Xbox and PlayStation do in fact have an offline mode, but it uses seperate progression/save states to the online mode. Progress from Online can be mirrored to the Offline profile, but the Offline profile cannot be mirrored back to Online.

So offline on console is basically the same as modded realm on PC? No progression and stuff but keeps the stuff you earned in the official realm when entering the modded realm.
Not entirely. You could have played 1000 hours online, got some gear and maxed your heroes. If you load offline mode you would have nothing, start over.

What you can do is copy your Online progress/profile to your local save file and play that Offline, and continue to progress Offline with bots. Any progress you made offline would be stuck offline, essentially starting a different progression branch. At any time you can overwrite your offline save with your online progression, but it's a full replacement as opposed to a merging of profiles.

At no point though can you copy your offline progression to your online profile.

No immediate plans I'm afraid, Vermintide 2 is at it's core an online coop game and we're keen to keep it that way. The feature is primarly on console because online play is restricted without a platform membership for most games (I think it's only possible for Free2Play games as I suppose those pay enough through MTX to cover the load they put on the platform services).
