Pro tip - if you have limited data cap and you use Steam to play games, I recommend you to lock auto-update and make it manual. You can do it in settings, simply limit autodownload to time when you are on PC.
War Thunder did not redownloaded 5 times to anyone except you (at least no one reported such behaviour).
I do not want, because I can do nothing with such data.
I am sorry that you suffer with that, but there is nothing we can do.
As I mentioned, in your situation in future it's best to have eye on steam and do not allow it to download games when you are not present.
