This is because helicopters are used in ground vehicle lineups and are used against ground vehicles. That's why we've made it so you can research helicopters with ground vehicles and not aircraft.

Since you are here, I'm curious if there are any plans to make the bonus for researching all the modifications in one tier for tanks to go for helis when you have that option enabled

Because as I said, I have all the tanks for Japan, just have to spade them, but that bonus get's wasted even if I'm researching helicopters with the ground vehicles since it goes nowhere
