You are most probably talking on radio chats in background - chat between pilot and ground control, other random chats. It's not available during regular battles (because well, I guess it will become boring pretty fast).

During battle, your pilot/crew talk more or less only when you use radio (pre-defined radio commands). - stuff mentioned by kkang2828.
