You didn't read the page in full it seems. It clearly states the conditions for ability to purchase GJN with methods you mentioned. Just 2FA is not enough, there's a list of other requirements.

You have to use the store, not the market. And make normal purchases on it, not GJN replenishment. The latter actually reduces your allowance.

So, if over last 12 months you purchased $10 worth of items via store, your maximum GJN replenishment via bank card will be 20. Any purchase of GJN takes away from that.

You already exceeded your limit back in March.

It’s not some new system, it exists as long as the marketplace itself. It’s an anti fraud measure and you didn’t encounter it before simply because you didn’t try to purchase too many GJN.

The limit raises when you make new purchases in store (except for GJN replenishment which reduces it). Also, you can use other payment methods with no limits, if you have such options for your country enabled.
