I am sorry that you meet someone who behave like that in our game. Thanks gods no one can control access to internet and due to this fact, from time to time you can meet people who should not be able to communicate with others. It's bad, but that's how internet works - access to it is (or should be) available to anyone.
Saying, that we do nothing is really unfair. Our Game Masters check every report made by users. If you reported someone and he was breaking game rules, he will be punished. If temporary bans on chat not helps, he will be reported again and again until his chat bam become permanent.
There is no sense to send feedback from GMs to players who reported rule breaking users, because as said earlier - if he break rules, he get the punishment.

PS. Sad is, that during complain on rule breaking behaviour, you break our forum rules by posting screens with insults. I have deleted mentioned screens. Please do not post rule breaking content on our forum.
PS2. You can switch of chat filter - it should remove majority of swears and insults
PS3. You can switch different chat option (all/team) in game menu to adjust messages displayed in your chat.
PS4. You can use black list to block messages from players who upset you on chat.
