They do/can/will -- Just, at very, very close ranges.

I don't have WT open right now, but if memory serves, they start to track targets at about 600m and they will not open fire until like 300m.

Best practices for Air RB is to use the gunners manually, and be aware of your surroundings. With good aim, the US bombers with .50's can be quite annoying for a fighter to try and pick apart, especially if they have to climb up to meet you. (Although, as others have pointed out.... The PB doesn't have good under-side defensive capabilities.).
