This should be clarified - could actually be a nerf to frozen orb damage on 6-8 targets since it used to hit 8 targets for full damage instead of the new 5 targets. @WarcraftDevs https://t.co/47VeZ2BMh1
In 9.1.5, our current intention is for all spells that previously had an 8 target cap to only have their damage reduced when striking more than 8 targets. Today, that threshold is 5 in the 9.1.5 PTR, but we'll adjust it in a future PTR build. https://twitter.com/LimitXyronic/status/1435729434921873409
