[2023] PC [PH] GET ACT BOOSTERS button appears after tuning into a previous act

We explored this internally but felt it didn't fit with all the changes we recently implemented for Nightwave.

We might revisit it one day, but for now, these are outdated ideas that slipped through the Mainline build. It will be removed in a Hotfix or Update, pending what's required to yank it out.
