There's in depth Color Blind Settings in the Settings Menu, but as far as I know, this screen is not affected by any of the UI Customization or Color Blind options. However, we will be getting a full Rework of Focus this month (unless it gets delayed) which will include Themes applying to this screen.
I would recommend you post this in the Official Forums' "Art Animation & UI" Feedback sections and hopefully it'll get noticed by DE before this month's Update and they include some solution with it.
u/Petroklos-ZDM is right! Coming with Angels of the Zariman, the Focus UI will be affected by your custom UI theme (which has got a couple Color Blind options).
Additionally, the individual pips on each Focus Node rank will now be fully filled out when active, so regardless of colours applied it will be better indicated
