Possibility of TennoGen "partnerships" between two creators?

Yes, this already occurs! Submissions on Steam Workshop can have more than one collaborator. Sometimes two (or more) artists are involved in the 3D modelling, other times one artist does a 2D concept art and a 3D artist models it for submission. As for how to recruit / network with TennoGen artists, I'm afraid I can't necessarily help you there! Good luck!
