After some investigation, the Xbox Series X/S acts similar to the Xbox One where after selecting to download the respective language files, a relaunch of Warframe will apply the language change.
Please let me know if this does not work as stated!
The team is continuing to investigate this issue - apologies for the frustration!
A recent system update for the Xbox should have brought a fix for this issue!
Please update the OS version and let us know if this resolved Warframe not launching in the correct language :)
