[2023] Wisp Prime's cowl cloth suddenly attached to helmet instead of body

We will be reverting the change that resulted in this for our next Hotfix! We're juggling some things at the moment in the name of preparation (ooo mysterious what could it be for), but we will get a Hotfix out the week of August 14th wth this revert.
