[2023] Index host migration bug STILL not fixed after 5+ years of players complaining

We've previously made fixes for this issue, and we just tried to reproduce the issue here and didn't see it. So it's not as simple as it just "always breaks", there's got to be other factors involved. Did you have a really bad ping? How did you get into the session in the first place? Was there any host migrations previously? Does it break if you don't use your powers (i.e. a specific power might be causing this?)

Until we can see the problem happen on our end it's very difficult to know where to look for potential fixes, so anything you can offer might help
