[2019] Why are certain players Allowed to continuously Harass other players in off topic chat?

To @BroZenSki

1: I edited your post to remove the names as THAT is a EULA violation.

2: if people are talking in chat channels and they ARE violating the EULA, report them first, then take a screen shot and put a support ticket in.

3: I can't speak for how things have been done in the past, because well I was not involved. But I assure you if players are violating EULA and I see reports or it happen, I take action.
