It no where does it say it is "On Sale", it is a special offering for -20% when bought in bulk, bulk being indicated by the x40.

As others have stated, the reduction of $24.01 is 20% of what the full price would be if you bought them individually.

Furthermore, an item doesn't have to be sold for its full price before it can be on sale, "on sale" indicates that an item is just reduced from its full retail value.
