We have to take the server offline whenever we employ a new update. In this case, we allowed for an extended period of time for our engineers to load and test 0.9.9 since we are retiring multi-region patches.

If you're still having problems connecting, make sure the update for 0.9.9 is complete or do a "check and repair".
