If it was tested on the PTS for 0.9.4 more than likely it will be live when the update occurs, that being said, I can't say for sure until the patch notes themselves get released.

Patch 0.9.4 is dropping on the 13th, not tomorrow.
There are a lot of holidays going on right now in Europe and Russia and so the patch is coming a week later than normal.
