Missions will be credited to any of you that completed the collection by Sunday with at least one of the drops coming from watching KOTS 13 official streams.

What it's saying there is that, to earn the mission, you must:
Complete the Collection.
If you completed the collection during Kots 13, you must have obtained at least ONE of the pieces from the stream drop itself (Not only the containers from the armory)
If you completed the collection BEFORE Kots 13, you still must obtain ONE of the pieces from the stream drop.
The bottom line is, to earn the camo mission, you must have watched at least 90 minutes of the Official Stream at some point during Kots13 and earned a drop.
