They are not deleted and they are not permanently removed.
That being said I cannot comment on content that hasn't been announced yet, but their models and data are still available to us (WG types), which means there is always the possibility of a return.

We have never said there is NO work being done on CV development.
We have said we have no plans at this time to remove CV's or rework them again. But have always said that we follow the data and change things as needed
If we didn't have any CV development going on, the below wouldn't be occurring:
Japanese aircraft carrier Hakuryu, Tier X:
Maximum rocket damage reduced from 3,250 to 3,150;
Chance of a rocket causing fire reduced from 15 to 14%.
Aircraft:
Spotting range of all planes reduced from 18 to 17 km (This characteristic determines at what distance the aircraft is capable of spotting an enemy).
