So the way aircraft regen can be simply explained is every CV almost is a little different. Because it is based on room for the new aircraft, whether that is on deck or in hanger storage. So yes, at Tier IV you may have different regen than a tier VI or Tier VIII or X. If you are flying one squadron around and your storage "on deck" or in hanger is full, you won't regen aircraft that are being shot down. Hopefully this makes sense?

I suppose I would need to know what ships you are talking about to investigate this. I have every single CV, so if you could give me a name I can check this. However, the way it is intended to work, it should regen upon space being available.
