[2021] What does being a "Recruiter" have to do with the ability to launch a Clan Battles division?

The distinction is because Clans need a way to ensure that only designated people deemed responsible by the Clan Commander can "risk" the clan's CB rating.
As a former competitive clan commander myself, I can speak from experience to say you don't want just ANYONE in your clan hitting the Battle button on your lead rating!
