I'm getting clarification on this right now

Premiums still function as premiums so if a Captain is trained on the Baltimore say and you put them on the Alabama, there is no retraining (putting them on a premium) and the skill set that is active is the BB skill set (premium ship).

If you train the captain into say NC that is the ship they will be trained into.
Captain Trained onto
North Carolina the NC training is the only one that stands.
HOWEVER, you can put them on say Enterprise and during that time their CV skills will be active.
This is actually a good thing, because if you have a captain that you want to train on CV but they are trained onto a BB, you can skill train them up to 21 points on CV and then retrain them for the tech tree ships if you want.

It will require 1,200,000 XP. Yes, it is a new stage of growth for commanders in our game: they get more simultaneous active skills, but it requires effort to unlock them all. This is the basis of our game - progression.
At the same time, it should be considered that commanders with 19 skill points are still strong in battle and do not lose their efficiency with the new system.
An additional 5% of Elite XP which will be earned by all commanders with less than the maximum amount of skill points will help in the process of leveling up.
Lemme try to break it down
CAPT TRAINED INTO NC
I put them on Enterprise(premium CV) while the captain is on enterprise the CV skills will be active WITHOUT RETRAINING
I move them to Somers(premium DD) (WITHOUT retraining) the DD skills are active
Put them on Montana (SKILL TREE BB) NO skills are active because I have to retrain them into the ship

Meaning if I am going to put a commander on a NON-Premium ship, then you have to retrain them in order for the skills to be active.

unless it is a premium! The ONLY time you have to retrain a commander is if you are moving them from a skill tree ship to a skill tree ship.

So right now to take a captain and retrain them into a new ship and then respec them you're paying dubs possibly twice. (500 dubs for 100% retrain and 475 dubs to reskill them)
If you do as I have stated, this actually will be better. Because you can train the skills up on a premium ship for the class you want to move them, assuming you're moving them to a different class and the skills will just become active without paying for a reskill.
If you look at the dev bulletin article the cost to RETRAIN can actually be cheaper if you learn how to game it. Case in point moving a Captain that is trained from NC to Iowa could cost as little as 12,500 ECXP or 500 dubs.
If I play my NC capt on Enterprise and play them until they are 21 skill points and I'm ready to move them to say the US CV line, all I am paying is 500 dubs to have a full skilled CV capt moved to the US CV line.

I think you need to go back and read the article....
The ability to accelerate Commander retraining in exchange for credits has been removed, but the amount of XP required for retraining has been halved.

No that is not what I said, unless you are for some reason building your capt differently for every single CV in the US CV line, what I was getting at is you'd have a 21 point commander that you would retrain from one tech tree line to the other, of course you still have to retrain them up the tiers. But you can do this using the methods described in the article under "Retraining"
I am talking about the best way to min/max for you. if you wanted to move a 19 point commander you have now to another ship, I GUESS you can... but it would make sense to keep them on that ship, play them to 21pt or use ECXP and up them to 21 then retrain them.

So wait, right now you dismiss a command you get NOTHING and us giving you the option to get something out of the commander when you dismiss them now at a rate using credits or doubloons is bad?
When dismissing a Commander, you can convert some of their Commander XP into Elite XP:
Up to 25% of the Commander XP, at the cost of 10 credits for 1 XP.
Up to 50% of the Commander XP, at the cost of 1 doubloon for 150 XP.
For example, if a Commander has 10,000 XP, then upon dismissing this Commander, you can receive up to 2,500 XP for 25,000 credits; or up to 4,950 XP for 33 doubloons.
Where as right now if a commander had 10,000 XP on them and I dismiss them I get NOTHING.

Besides, to let you further experiment with commander retraining:
Players with 8 Access Level of Service Record and higher will get 500 doubloons on the first login to the game during 0.10.0:
There will be 6 special combat missions in 0.10.0, one for each nation with more than one full tech tree branch. The reward for completing each mission is 100 doubloons.
In total 1,100 doubloons may be obtained. This amount will be sufficient to retrain 22 commanders in 0.10.0.
