We have been going through and where ships have been able to fire through obstructions in the past or unable to shoot where there were no obstructions and fixing them. Kind of like how last patch we fixed Fletcher's torp angles.

It is the highest bids.
If there are 500 possible winners and 15000 is the top bid for 500 people, then those 500 people would get the auction.

It's an auction, so whatever you bid is removed from your in game wallet. If you lose the auction, you get it all back.

I've literally said the answer 3 times now, what you bid is what you pay. If you win the auction, what you bid is deducted.
