So long as the ship has been researched and unlocked, irrelevant of you purchasing it, when you reset that line, the T10 will have the Research point mark on it.

All players will receive this when the Research Bureau unlocks for them. It is not time limited.
You must first have 5 lines at Tier X, then the reset button will appear at the bottom of the available reset lines.
