The event is only in Randoms, but just because you only play PvE, doesn't disqualify you from applying to be a bounty. (though you will need to play in Randoms if you are selected)
This article went live on the 19th on the portal, it was also on the WGC front page, we also talked about it on multiple live streams, there is also a button on the front page of this forum that also went live on the 19th. There are only so many ways we can inform you.

You can only be getting one per battle, perhaps you sunk one in a different battle and didn't realize it.
