I understand your dilemma. I have maybe 6 perma-camos for my Bismarck. One of them is a camo that I "linked" to it. It's a bit of a bummer, but that's life. Now I have options.
You are under exactly zero obligation to purchase the Russian pack with permaflages in them. That choice is entirely yours!

It could happen in the future, but for now I don't believe there are any plans to make permanent camoflages that are permanently linked to ships un-linkable.

Of course not.
If you link a Perma-flage like the New Years or INfernal camos, you can always temporarily demount it to put on expendables or another permaflage.

The OP is unhappy that we are selling the permaflage for a boat when he already linked another permaflage to it and is suggesting that we allow people to unlink the linkable permaflages.
If we did that, then you would only ever need to have 1 linkable permaflage. You can unlink it and relink it to another ship any time you wanted.
