[2020] Commander Skills Dev Blog Announcement 12-16

So firstly, there are official feedback threads posted in the PTS section (since you can go test the new skill rework on PTS this weekend) and in the news section (which has the announcement about the skill tree changes. So posting yet another post that could get lost in the flood of daily posts is not needed.

Going to OFFICIAL announcements/posts is a much better place than randomly posting for the 10th or 15th time in the "General Game Discussion" section, this helps us gather feedback and actually keep up on what the community is thinking.
