I actually accidentally went into a tier X battle in a Jutland with no commander the other day! I just played a bit more careful and it wasn't so bad, but definitely noticeable.

Not at this time, I have put this feedback in. Hopefully there will be a "Are you sure" pop up or something.
Hmmmmm, wonder if we patched this! Because that definitely didn't show up when I did it the first time, I just tested and it did pop up...
