Hey Burnsy, first thank you very much for taking the time to write this up. It's incredibly constructive and I appreciate it.

The AA change yesterday will certainly require an adjustment of tactics for anyone who hits a flak cloud or lingers a little too long in general AA range. Previous to this there were situations where a CV could make an entire pass and due to DPS distribution easily heal up and return most if not all their squadron safely. From a surface ship side this is not a really ideal experience.

As you said, Saipan does have a lower squadron size (compared to Midway) so the loss of a plane will hit you harder than some of the other CVs. This was a general change made that impacts all CVs and we aren't ignoring that, but right now we are monitoring CV and surface ship performance. Other regions are just getting the update today and it's just too early to tell how this change impacts the overall balance. This of course isn't to say your experience isn't valid (it is yours after all!), we'll just need to pair similar sentiment to data and see where things land.
