I'm going to start by addressing all of your questions:

We are consistently looking at MM as a whole and things we can do to improve it. We made a change in 8.7 with MM which say limitations placed on the number of times withing 20 games that a player will be be the lowest tier ship. While we consistently look at MM and do introduce changes and fixes, some of the commonly requested changes to MM: +/-1 MM, and Skill based MM, are simply aspects we are not interested in pursuing for a multitude of reasons.

It is something we are looking into. Currently a new player is prompted with the Game Tutorials section within the game when they begin playing. As the old adage goes, you take a horse to water, but you can't force it to drink. Finding the best way to implement a training system to the game is something we are looking at,

The 3 CV per match at lower tiers can only occur if the first person has sat in the queue for over 3 minutes, at that point the 2 CV limit is lifted. We will continue to monitor this to see if further changes need to be made.

Currently, a restriction is in place for the first 3 minutes of match making (at higher tiers) to limit the game to one CV per side, after the first 3 minutes in the queue, this restriction is lifted to allow a max of 2 CVs (except Tier X). As above, we will continue to monitor the levels in which 1/2/3 CV games occur and if further changes need to be made, we will look at doing so.

German BBs are looking to be adjusted in the future as confirmed by Sub_Octavian on a recent stream. Tweeks and adjustments have been made to older lines as the game has progressed and we have seen adjustments made in relation to this. Particular American ships are also being investigated for potential future buffs.

UI and port issues is something we are consistently working on and improving. Unfortunately some elements from the early days of the client are what cause some of the biggest issues and strains on this. We have been systematically working on these elements and replacing/updating them as we go. We need to sure up the foundation of the UI before we can set to work on adding additional features. One of the biggest strains is caused by the client requiring to fetch information from the server (such as updating quantities of items etc), we have greatly improved this in the last 6-8 patches, and will continue to work on it. In regards to ports and their animations, these are not what cause port/UI issues as their data is stored locally on the host PC and do not require information from the server to update.

HE dominant ships, as all ships in the game, do have counters to them. Never the less, we do understand sentiment around this area and are investigating the matter further with some changes to IFHE consider for the future - I can't provide much info on this at the moment.

Onto your other points/concerns. Yes, we are listening. Yes, we are reading. Yes, we are replying.

Please never hesitate to tag the NA Community team in any posts that you feel like we may have overlooked. While we are a little short handed for the short time, that doesn't mean we aren't here and looking at your feedback, concerns, celebrations, and questions.

For a little insight, when I first arrive at my desk in the morning, usually around 8:30am, I will easily spend my first hour and a half checking on the forums, getting answers in where they are needed, and documenting significant sentiment beats. I will then move focus onto some of my other duties for an hour or two and allow additional threads to generate while checking on the ones I have already answered. After that time I will come back and check through the new threads and comment on anything that needs attention. This cycle continues until I head home at the end of the day. After i get home, I'll leave it a few hours, then before bed I'll do one last check for any items that need attention right away before heading to sleep. During this whole process, I collect a list of threads which make it into my reports that get distributed to the appropriate departments concerning sentiment and issues players are facing.
