Just following up on a few of your concerns/questions:
On the Mighty Jingles, the audio seems bugged, it mis-identifies ships?
This is a feature of this voice pack that reflects a quality of this CC. The Mighty Jingles is known for getting the ships confused and often calling them the wrong thing. It is working as intended.
Who are these commanders?
These commanders represent two CCs, one from the EN language, one from the RU. These CCs won the CC Contest "The Ring" which the grand prize was to be immortalised as in-game commanders in the game.
Why do these commanders not have special skills?
Typically cosmetic commanders do not offer special skills. Furthermore, special skills require further balancing and testing by the development team. These commanders are valued by their unique voicepacks offered.
Why do they come with only 3 points?
Given they are quite easy to receive 3 points reflect the amount of effort required to get the commander to begin with.
