Regarding the HE cits - it's very rare, but there are a few BB's that have exposed citadel decks that can be damaged even by HE shells from destroyer-caliber guns some circumstances.
The image I attached is the T5 USSR BB Pyotr Velikiy - which has a section towards the rear of 38mm citadel deck armor. Many cruisers with 203mm guns or higher can penetrate that level of armor and citadel even with HE. American 203's cannot, but German and British can. Even German 150mm guns can penetrate 38mm of armor with HE, meaning that even German secondaries with 150mm guns can citadel this section. It is uncommon.
Regarding lopsided games - often at those tiers you are describing, a single REALLY GOOD player can have an outsized affect on the match as the majority of lower-tier matches are populated with less-experienced players. A single unicum who players T5 or T6 can have a much bigger sway on the match as they can often pull off 2 or 3 kills themselves when people make mistakes in front of them. I myself just had a game where two T9 cruisers made glaring errors right in front my T7 cruiser which let me citadel them repeatedly. That led our team to a win because I knew how to capitalize on their mistakes. It's uncommon, but that will happen.
My suggestion is to play in divisions with more experienced players and ask questions as you go :). Clans are a great way to get some like-minded people around you.

Correct - the Match Maker does not factor in player skill when populating teams - only the ships compositions.
