The UUs were not popular by "feels" they were popular by performance, which they straight up say in the DB post. So NO that is not true.
The UUs as I have said time and time again, were meant to change HOW you play a ship, not make them a requirement.
The popularity is DIRECTLY proportionate to their performance, which makes balancing them that way VERY in tune with how they operate.
Also, they mention the disparity in W/R for a ship and player based off UU use and non-use.

Again, you are applying your logic to EVERYTHING that we balance, which again does not apply to the UUs.
Popularity of use is NOT how we balance EVERYTHING. It is a valid metric for a modification that is meant to change how something is played to be more UNIQUE, not a requirement.
The name "Legendary Upgrades" were the original name, which is partially the reasoning of why people think these are MUST HAVE's not something that changes how a ship plays.
Again, Republique is a perfect example. As, if you like to play more cautious and stay in the back and engage, you won't want her UU. She is mean't for people that might play Republique more aggressive and in a pushing fashion, because she reduces her MB range.
I have been trying to get us to completely remove the word "Legendary" from everything as IMO this is a stigma. And I have been trying to change this.

So the UUs are meant to be "end game content" something for those that have been playing for some time to have something new to get.
When we unveiled these, I was not with WG at the time, had every single tier X, PILES of FXP and well over 1 BILLION credits with nothing to spend it on.
Those of us that were like that, (and there were A LOT of us), were asking for something to spend all that on. And when the UUs were released it was perfect! I reset every single Tier X and it gave me something to shoot for and work for again. Which is/was fantastic!
This is ALSO where the stigma coming up is horrible, because people think they HAVE to have these and how horrible it is to have to get 5 tier X ships before they can get into the RB. But that is what they are meant for, not for someone that recently started playing and only has maybe 1 tier X.
But for those that had/have been around for awhile. Again, remember, these aren't "must haves," these are "wants" and something you can work for.

They were all based on multi-stage missions that had varied requirements. And I don't mean to offend but we were saying they were side upgrades or modifications for a VERY long time, but some in the community didn't pay that much attention.
