"If you have at least five Tier X ships researched, you will gain access to the Research Bureau" so in other words, if you had 5 tier X ships researched and one of them is Moskva and she becomes a special, we will still look at it as if you had 5 researched at some point.
As for not achieving 5 before the 0.9.5 deadline and then it being converted, I am doing some digging and will get back to you.

You're right, it is easy to answer, HOWEVER, because I know in the past we have given answers that were not holistic and sometimes confused people, I like to find the documentation myself, read it, get it clarified and give you an answer.
This is something I have been pushing for our community team since I got into this position so we don't just give you quick answers that may not be completely true or may mislead people.
And TBH, this is the first time I have had someone ask that I have noted about this question specifically. About having 5 Tier Xs and Moskva being one of them, but working on getting more tier Xs and only having say 2 and Moskva is one of them no.
