[2020] WG, please drop homing sub torps and implement a more realistic/fun/balanced sub attack mechanic

There is a lot of good feedback and conversations in this topic folks, but um, remember you're discussing something that isn't in release yet, that still has a couple different testing phases to go through. Some changes will occur.

A LOT, of those changes and such may occur due to the mountain of feedback that was placed in the actual feedback and bug topics below, which is where I wish this had been placed.
