They seem to be working their way through every zombie type to replace them all with ‘HD’/‘latest gen’, original in house models. What we have now is a mix of those and older models, some being placeholders bought from an asset store. So you’re right to notice an inconsistency, and they should be doing something about it at least with regard to characters. What I recall from listening to dev stream videos is that they intend to, at a minimum, redo any assets that have been in the game since the first alpha, before the game goes gold.

Here’s what’s been announced.
13) Character Overhaul - WIP will not ship in A20.
  • Replace UMA system with in-house custom system
  • Thematic outfits will work like books. Wear the complete outfit and get a completion perk
  • Current 10 armor/clothing slots reduced to 4 slots for outfits that will merge both clothing and armor values. No more clipping issues of wearing clothing under armor. Better balance on number of mod slots available to use with outfits.
  • Foundation for Bandits

It’s not entirely clear what impact this will have on character creation. But to be honest, the devs don’t seem interested in character creation. Their attitude is more that one’s outfit covers up most of the face & body details anyway, so it’s not worth putting more time into the character creator.

Those that are chiefly concerned with a cohesive, harmonious art direction should appreciate this direction, since what players look like will be more tightly controlled by artists, instead of leaving it up to players that can generally do more wacky, out of place looking creations. I, however, quite enjoy character creation. Making your own character design goes with this sandbox idea where you make your own story. So I’d be sad to see the character creator wither away.
