I have many times accidentally upgraded a block when I forgot I was carrying steel and just doing regular repairs on reinforced concrete though. :( Both Steel and Reinforced Concrete are upgrades. The wet concrete blocks that are placed directly become normal concrete, not Reinforced concrete. Pretty hefty difference in HP. You can place Rebar Frames that can be upgraded to wet concrete that then dries into reinforced concrete- But the frames are pick-upable like wooden frames. And in both cases, the wet concrete is significantly easier to break than their dried counterparts, so if you somehow make a mistake, just correct it before it dries and it's not as much of a problem.

And, if you're upgrading a block enough to accidentally make it steel, then you've already decided that block is exactly where you want it; You may not be happy about having 'wasted' the steel in a place you didn't really want it, but, it's not quite the same as accidentally completely misplacing a steel block such that you now have to remove it from the game world as it's in the way.
