Asked and answered so many times now it's not funny. Yes, once the game is closer to release, and the modding system has been finalized.

This is relative to your PC. Game runs just fine on a grand majority of systems that meet the recommended requirements, and don't have a lot of bloat.
Most optimization is done in Beta, and we aren't there yet.
