[2021] Anyone else getting a lot of shovels?

From the FAQ pinned in Questions & Answers:

J3: Why do I only find low quality/primitive loot everywhere? Isn’t there some better stuff out there?
A: Loot is now segregated into tiers, and what tiers you can find is gated by your game stage. As you play, your game stage will increase and you can start finding new, better items in loot. In the future, things like what biome you’re in may boost your game stage and thus your ‘loot stage’ beyond normal.
