I’m curious why you thought it was GPU based. It’s consistently been CPU based for years; probably since inception. Were you informed by a source that says otherwise?

Your CPU is the issue. It supports multithreading better than the previous gen that hardly supported it at all, but it has extremely poor single-core performance. You probably would benefit from locking the client into only using 4 cores, however it will struggle to meet the processing demands of the client.
