When questing together, fetch quests will typically spawn a separate bag for each player; In the rare instance several pick the same place, each player should be able to loot the same bag.

So keep looking around the building; You should find a second bag somewhere.

Does each player's satchel show up differently on their HUDs? Does each player have their own?

It should; yes. The hud thingy will/should point you to your own satchel. And as explained already, there should be a satchel for each player- But sometimes they do get put in the same place; especially when there's more players and less places for it to put the satchel in the POI.
