You're complaining in the wrong place, Sorry man. It's a Steam restriction you're encountering- If the account attempting to purchase a 2(or 4) pack already own's the game, that account cannot purchase it; Nor can it be purchased as a gift.
This is because the first copy of the game Must go to the purchasing account. It's to lower key/gift reselling. And again, This is a STEAM restriction, and is not anything The Fun Pimps nor anyone on this forum has any control over.
