Doesn't sound like anything I've personally heard announced for this game. So, I guess that's a point in favor of you being driven crazy by proximity to zombies. :winter2019happyyul:

The lever action's being relegated to a low-tier weapon? That's disappointing, I wanted to do a full cowboy playthrough with a revolver and a lever action rifle to go YEE HAW on zombies.
'Low tier' is purely relative. You can survive late game with literally any weapon- Your skill choices carry you far more than weapon tier in most cases. You would need to plan differently though for weaker weapons- Hunting rifle is a tier 1 weapon that can work at level 300; but you have to set up your horde base so that you have the time needed for the constant single shot reloads, You can't afford to have zombies in your face after every shot.

It's not though. Since the "primitive rifle" will be the level one. It's like saying you can do level 300 bloodmoon with a single blunderbuss, which the primitive rifle will share the same level.

Well actually a level action rifle would be level 2 and the bolt action level 1. Since the level action has a larger magazine and faster reload.
My point is that you Can do a high tier horde with a blunderbuss, though.

If your Strength skill is maxed out, your shotgun skill is maxed out, and you have a Q6 blunderbuss with 4 good mods on it, you could succeed just by planning a base that affords you the reload time you need after each shot.

Will it be as hilariously easy as with an Auto Shotgun? No, Of course not. But that it's hilariously easy with the auto shotgun means there is room to downgrade and still be able to succeed.
