Workshop support is planned. It comes after you finalize core game content so that three quarters of the mods in the workshop aren't invalidated every update.

Look at Empyrion. They opened up workshop support early on. I guarantee you that at least two thirds of the content in the workshop is completely invalid for the current version of the game, and half of it won't even load to be able to convert/update it.

TFP is doing workshop support the right way.
