This will depend on the particular server. There are no official servers for 7 Days to Die, so everything is run by the individual server owner. Many servers have a website, Discord, or similar communication channel, which may be listed among their information in the game's server browser.

Also note this thread was started in 2016, so we can only speak in generalities.
