Yes, behind the scenes those are faces of some of the developers. Will they play a role as characters in the story? That remains to be seen. It doesn’t seem likely to me, but on the other hand some of the traders (the only NPCs we’ve seen so far) are modeled after devs or real people associated with the devs.
