Because they're classed as animals; AKA: A source of meat, leather, bones etc for the player. It just happens that they're able to attack the player. :P

Fair warning, Pretty sure the same is true of bears, mountain lions, and coyotes.

Dude, i turned enemy spawns off for a few hours of safe play without my friends.

Make fun of me all you want, I had an honest to god panic attack when it ran in my door.
I wasn't making fun of you. Just explaining the 'why' as you requested. They are considered 'Animals', not 'Enemies'.

That said, I think the 'Enemy Spawns' option was named long before any non-zombie hostile animal types were added. So, It may just be an artifact of iteration that'll get renamed at some point.
