I'm not sure I understand what you are asking. If you click right mouse button it toggles ADS. If you hold right mouse button, you ADS until you release the mouse button. It is not instant and you can't do it while running, but this isn't an arcady fps shooter.
His complaint is that he's essentially a twitchy CoD style quick-scoper. If you tap right click and release it too fast it toggles; Which is something one might do if you do quick-scoping attacks; and so if you do that quick-scope style of playing, you will very frequently run up against the toggle as if it were a wall; as the goal of such quick-scope playing is to scope-fire-move in a split second; the toggle prevents the last step there as you have to then un-toggle it to move.. And the chief complaint is that there is not a setting to disable the toggle functionality.

I can't say I've personally ever had an issue with the toggle vs hold, though; You have to tap and release so fast that the accuracy of your gun doesnt even fully come to bear in order for it to happen, and I rather like precision shooting.

Quick-scoping is essentially exploiting the zoomed-in accuracy and targeting without actually using it. It's a hack that is generally frowned upon.

We had a discussion about this a couple of months ago on the Official Forum.

No, the primary use for quick-scoping is because there is a delay in the games system that allows the player to still receive the increased accuracy that is calculated for being scoped in for a moment after they aren't. This way they can get the accuracy boost without actually using the scope to aim.

It's primarily used to get close-range one-shot kills with a sniper.
