The developer is not interested in the feature at all, and it would additionally get the game client blocked from sales in a few countries. Similar to how adding hard drugs would get the game banned.

What’s an example of a country that would block sales?

I can't point to a specific country, But most 'negative' things(EG: Killing/Murder/sex/drugs/etc) involving children will quickly get a game punted into Mature or AO territory depending on the severity; And an AO rating alone will kill sales in many parts of the world as it can't be sold on store shelves or even in most online shops- Even steam didn't really allow adult games until semi-recently. (There were some outliers that skated by with censorship, but, the vast majority simply werent sold on steam.)

Imo it's kindof dumb, But basically societal pressure and legal pressure makes it so having and killing child-like entities in your game (yes, even if it's a zombie trying to eat you) is a very difficult thing to accomplish and still be able to maintain a Mature or lower rating.. Given that 7DTD is already in 'Mature' rating territory, adding on a bunch of killable child zombies could be the tipping point into AO.

And I'm fairly positive there's at least one country out there in which the killing of childrene (even zombies) is a one way ticket to a nationwide ban of game sales, but no name comes to mind atm. (I'll have to let Sylen share what he knows, on that one.)

This is a short list off the top of my head, and is not conclusive. Surprisingly, there are fewer that would have an issue with crack being added.
  • United Kingdom
  • Germany
  • Netherlands
  • Venezuela
  • New Zealand
  • Australia
  • Saudi Arabia

Note for Australia: last time I had a discussion with someone about this there, it seemed like it would be a bit on the fence as to whether it was allowed or not. Was leaning towards not being permitted, though may be allowed depending on how the content is presented in-game.
